this song has a very emotional impact. it has its strongest effect in the live ballad of splish splash/beyond the sea/artificial flowers/sweet clementine

I think we're missing the point here.
The song was never meant to be funny. He never once makes light of poor Annie's situation.
In fact he's lamenting her, and singing her as much of a memorial as anyone could ever hope for.
Was effectively a classic power ballad, essentially.

Also worth mentioning, "Mack the Knife" is another a very dark song that he sang very upbeat. Maybe it was just his thing...

I don't think he meant it to be funny or anything. That's just Bobby Darin's voice.

If this is the song I think it is, the guy singing just sounds so upbeat and energetic and downright happy about Annie's poor frozen little baby fingers. Maybe this was funny in its day, but I can't find any humor in it. Children dying of hunger and overwork and exposure to the elements -- yeah, that always gets a chuckle out of me.
